Mr. Chu is in charge of the firm's Civil and Mechanical (HVAC, Plumbing and Fire Protection) Engineering Department, and as project principal-in-charge, has the overall responsibility for projects; directs and reviews all work; identifies tasks and issues to be addressed; assists in providing technical solutions; develops and monitors budgets and schedules; coordinates with outside agencies; and gives direction and guidance for the solution of critical issues to assure the quality of proposed solutions.

Initially, Mr. Chu specialized in water and wastewater treatment plant projects, and continues to do so, while also providing services in other areas such as on transportation, housing, and institutional projects.

Transit facilities experience includes projects for the Port Authority of New York and New Jersey, MTA, New York City Transit, Long Island Rail Road, and New Jersey Transit Authority.

Mr. Chu has also been involved in many NYC DEP projects including development of the City's new Red Hook WPCP, the addition of sludge dewatering facilities at eight WPCPs, Coney Island WPCP, North River WPCP, Hunts Point WPCP, and Flushing Bay CSO Projects, Bowery Bay WPCP; Nassau County Bay Park WPCP; and New Jersey plants including Bayshore, East Hanover, Verona and Caldwell sewage treatment plants.

In addition, he was principal-in-charge of HVAC/plumbing design services on three very large water treatment plants in Detroit, Michigan: 540-mgd Springwells Plant, 320-mgd Waterworks Park Plant, and 240-mgd Southwest Plant. These projects entailed installation of new central boilers and chlorination facilities. Each plant contained two high-pressure (125-psig) steam systems, including one 500- and two 300-horsepower boilers.

He is also involved with the U.S. Navy work at Naval Weapons Station Earle, on several indefinite quantity contract for work ranging from design and construction management of 0.3 mgd sewage treatment plant upgrade to fire protection systems for 10 maintenance ships and office buildings.
