Boiler Replacement and Building Automation System Upgrade
Chu & Gassman is an Implementation Contractor for The New York Power Authority, providing full, turnkey services on projects from feasibility studies, through design, construction, construction management, commissioning and closeout.

The Adam Clayton Powell, Jr., State Office Building is a building located in Harlem, NY, at 163 W. 125th St., and occupied by the New York State Office of General Services (OGS). Chu & Gassman is providing full, turnkey services on this project; including Mechanical, Electrical and Plumbing design services as well as Construction Management Services through the Construction Management Company of Greyhawk North America.

The project consists of replacing the existing electric boiler system with eight (8) new, modular, gas fired boilers and upgrading the existing building automation system with new software, controllers and control valves.

The project also includes pump, piping and heat exchanger upgrades, a hot water heater replacement and a new H.P. gas service from Con Edison.

Construction on the project began in December 2005 and is scheduled to be completed in June 2006.

As prime consultant working for the New York Power Authority, Chu and Gassman provided feasibility services and is contracted to provide design, cost estimation, bid document preparation and construction services to bring the project to 100% completion.

Chu and Gassman proposed energy efficiency upgrade options yielding 10 year or better simple payback periods. Areas of study included lighting upgrades, chiller plant replacement, window rehabilitation, electric motors and boiler systems. Lighting upgrade included fixture replacement/retrofit as necessary to outfit entire building with newer T8 fluorescent technology, replacing existing T12 systems. Upgrade also includes addition of occupancy sensors and timers to limit operating time and energy usage. Chiller study included recommended replacement of existing electrically driven units with more efficient natural gas direct-fired units, nearly doubling energy efficiency.

As prime consultant working for the New York Power Authority, Chu and Gassman provided an energy efficiency upgrade feasibility study and is contracted to provide design, cost estimation, bid document preparation and construction services to bring the project to 100% completion.

In addition to energy upgrades, Chu and Gassman investigated existing overloading of the main electrical service. Currently the electrical chiller plant can not be operated a full capacity during summer months due to inadequate electrical service size from Consolidated Edison.

Chu and Gassman proposed energy efficiency upgrade options yielding 10 year or better simple payback periods. Areas of study included chiller plant replacement/upgrade and combined heat cycle cogeneration plant installation. Chiller study included recommended replacement of existing electrically driven units with more efficient absorption type chillers. These units would utilize waste heat produced by the cogeneration plant to drive the cooling cycle and simultaneously reduce the electrical demand by eliminating the electrically driven chiller units.
