Chu & Gassman has and continues to provide electrical design, construction sequencing, construction management, inspection and operational assistance services to Queens County, Bowery Bay Wastewater Treatment Facility, located in Queens, New York. The complete plant upgrade and renovation has involved multiple phases of construction with several contracts per phase over a period of 15 years.

The Bowery Bay project consisted of many phases of electrical, mechanical and instrumentation work including but not limited to, the following:

Replacement of entire HVAC systems for existing facilities and new system for Residuals Building and Service Building including design of 4-750 hp boilers, pumps, piping, and instrumentation system. HVAC system included replacement of 40 heating and ventilating units of total capacity of 750,000 cfm.

The electrical distribution system is to be extensively modified with the replacement of a 208 volt system with a modern 480 volt system. New 5kV switchboard and controls for the plant's main process air blowers (8 @ 1250 hp each) are to be provided. The main sewage pump controls will be modernized to utilize adjustable frequency drive (5 @ 800 hp).

Rehabilitation to the Con Edison service substation will be provided. Old air magnetic 5kV circuit breakers are to be replaced with modern vacuum breaker designs.

All electrical equipment will be monitored from a central control room. New air-conditioned control rooms will be provided to contain the plant's electrical equipment in order to minimize the corrosion attendant to the plant's proximity to the marine environment.

Chu & Gassman provided the electrical and HVAC Preliminary Design for a Contact Stabilization Program Study and Report completed in 1992.

Additional Facility Planning for Comprehensive Interim Upgrading (Task 10) included Final Report, Preliminary Design Report, Outline Specifications and was completed in 1997.

Construction Phase I includes, in general, all improvements required to meet SPDES permit or other regulations identified in the Final Summary Report as follows:

Construction Phase II will include in general all remaining improvements identified in the Final Summary Report.

- New Service Entrance Electrical Substation consisting of six (6) 13.2 k
 
feeders and six (6) 7.5 MVA transformers, new distribution switchgear with   synch bus and reactors.
- New emergency generator system consisting of six (6) 2-MW diesel engine
  generators.

Construction Phase III will include the Digester Gallery, Sludge Storage Tank Gallery and the Thickener Odor Control Building.

Construction Phases II and III are in progress.

Chu & Gassman provided electrical engineers and inspectors to assist in construction management, electrical inspection and testing services for NYC DEP Sludge Dewatering Project Sites: Wards Island, Hunts Point, Jamaica, 26th Ward, Oakwood Beach, and Bowery Bay.

Engineers field tasks included: Cost estimates, negotiations, justification of design changes, issuance of change order requests, issue of field sketches, verification of payments to contractors, maintenance of documents, inspection indexes, and maintenance of record set of Contract Drawings.

The Red Hook Water Pollution Control Plant is designed to treat an average dry weather wastewater flow of 60 million gallons per day (mgd) and a peak wet weather flow of 120 mgd. It is a conventional, open-air facility, using step aeration for full Secondary Treatment and final disinfection to achieve an effluent quality consistent with regulatory standards (85% removal of pollutants).

Chu & Gassman provided electrical (including fire/smoke alarm systems) and HVAC design services for this project incorporating bio-gas fired co-generating facilities, a tri-fueled hot water generating plant. Modern computer controls were utilized throughout. We also provided start-up services for main pumps and blower and main substation equipment and control panels.
